Saksamaa ja NSV liidu vahel sõlmitud mittekallaletungilepingu (MRP) lisaprotokolli: „Territoriaal-poliitilise ümberkorralduse puhul Balti riikidele (Soome, Eesti, Läti, Leedu) kuuluvatel aladel tähistab Leedu põhjapiir ühtlasi Saksamaa ja NSVL huvisfääride piiri.“ J.Ribbrntrop saatis 07.10.1939.a. Saksamaa saadikutele selgituse, milles muu hulgas on öeldud: „Sellest tuleneb, et Leedu, Läti, Eesti ja Soome ei kuulu eespool märgitud mõttes Saksa huvisfääri.“ Kaks totalitaarset suurriiki olid määranud Poola, Leedu, Läti, Eesti, Soome ja Bessaraabia edasise saatuse, veelgi enam – kogu Euroopa saatuse pikkadeks aastakümneteks.
